Municipal Requirements
Eight regulations introduced by Dubai Municipality that every applicant should understand.
The facility must sit in a commercial building on the main road, with a NOC from the building owner to serve shisha on the premises.
Interior area must be at least 200 square metres, with a café bar of around 150 square metres.
A minimum 150-metre distance is required between the café and nearby residential buildings or apartments.
A minimum 150-metre distance from neighbouring schools, nurseries, mosques and other places of worship.
The café must face the main street with a proper ventilation system, and the main road must be approved by the authorities.
A separate outdoor entrance is required as part of the building's basic design, with the service area isolated from the rest of the building.
The shisha bar itself must be at least 7.5 metres from the building's main entrance.
Cafés must include at least 3 non-smoking rooms, kept separate from shisha rooms, with a minimum ceiling height of 3 metres.
