Setting up an F&B business in Dubai means combining a trade licence (from DET for mainland, or a free zone such as Meydan Free Zone) covering your specific activity, cafe, restaurant, cloud kitchen, catering or food trading, with Dubai Municipality food establishment approval covering fit-out, food safety inspection and staff health cards, plus Civil Defence clearance before opening. Setup costs vary by concept and fit-out scale, a cloud kitchen sits toward the lower end while a full dine-in restaurant with heavier Dubai Municipality-approved fit-out costs more, contact our team for a tailored quote.

    Why It Matters

Why Dubai's F&B market rewards businesses that get licensing right

Dubai's food and beverage scene is one of the most competitive and fastest-growing in the region, but every concept, from cloud kitchens to full restaurants, needs the right trade licence plus Dubai Municipality food safety approval before service can begin. Getting your licence category, premises approval and staff health cards right from the start avoids delays that cost a new F&B business its most critical early weeks of trading.

Frequently Asked, and Ready When You Are

F&B setup, answered, plus a direct line to our team

What licence do I need to open a restaurant or cafe in Dubai?+
You need a food and beverage trade licence covering the relevant activity (restaurant, cafe, cafeteria, cloud kitchen, catering or food trading), issued by the Dubai Department of Economy and Tourism (DET) for mainland, or by a free zone authority such as Meydan Free Zone or DMCC for a free zone entity, plus Dubai Municipality food establishment approval before you can open to the public.
Do I need Dubai Municipality approval separately from my trade licence?+
Yes. Dubai Municipality (DM) approval is a separate step covering your kitchen and dining layout/fit-out approval, a food safety inspection, and, where relevant, Montaji product registration for packaged food items sold to the public. Your trade licence alone does not let you serve food.
What is a PIC and do my staff need one?+
A Person In Charge (PIC) is a Dubai Municipality-certified individual responsible for food safety at your outlet, and most F&B outlets need at least one certified PIC on site along with staff holding valid occupational health cards confirming they are fit to handle food.
Do I need Civil Defence approval for a restaurant?+
Yes. Dubai Civil Defence approval of your fire and life-safety systems, extraction, gas lines and fit-out is required before Dubai Municipality will issue final food establishment approval, so this should be planned into your fit-out timeline from day one.
Can I serve alcohol at my restaurant in Dubai?+
Serving alcohol requires a separate alcohol licence, generally applied for through the Dubai Department of Economy and Tourism (DET) alongside your venue category, and is typically only available to licensed restaurants, hotels and bars meeting specific criteria, not casual cafes or takeaway outlets.
How much does it cost to set up an F&B business in Dubai?+
Costs vary hugely by concept. A cloud kitchen with no dine-in space is the cheapest entry point, a cafe sits in the middle, and a full-service restaurant with Dubai Municipality-approved fit-out is the most expensive, since total setup depends on your licence category, fit-out scale and the number of municipality approvals and inspections required. Contact our team for a tailored quote for your specific concept.
What is a cloud kitchen and is it cheaper to set up?+
A cloud kitchen (or ghost kitchen) prepares food for delivery only, with no dine-in seating, which reduces fit-out costs and Civil Defence/Dubai Municipality requirements compared with a full restaurant, making it one of the more cost-effective ways to enter Dubai's F&B market.
